It's illegal to use chemicals like chlorine and bromine to bleach flour in Europe. In the US, it's standard operating procedure.

The original head of the FDA actually sued all the way to the Supreme Court to prohibit the bleaching of flour in the US and the Supreme Court agreed with him.

Their ruling was never enforced.
